FED:We won't miss out on innovation again: PM

CANBERRA, Aug 18 AAP - Prime Minister Julia Gillard will tell state and territory leaders
on Friday that she is determined not to miss out on another wave of innovation and the
nation will go ahead with a price on carbon.

Victorian premier Ted Baillieu will present a study at Friday's Council of Australian
Governments (COAG) meeting in Canberra, which shows the carbon tax will result in 23,000
fewer jobs in his state by 2015.

However, Ms Gillard said no one should be confused about this "so-called modelling".

"He has purported to model putting a price on carbon without factoring in any of the
billions of dollars of assistance to protect Australian jobs he knows are part of the
package," Ms Gillard told reporters in Canberra on Thursday.

Ms Gillard had been viewing several stalls in Parliament House displaying different
types of clean energy technologies.

She said she would tell Mr Baillieu and other premiers the government would be putting
a price on carbon, that the economy would continue to grow, and that 1.6 million more
jobs would be created by 2020.

"We will insure our nation is part of the clean energy future," she said.

She said one person at the exhibition commented on how they and the country missed
out on an earlier wave of innovation.

"I'm absolutely determined that this nation doesn't miss out on the green energy jobs
of the future," he said.

Nationals Leader Warren Truss said Queensland Premier Anna Bligh should use the COAG
meeting to stand up for Queensland industry and jobs in regards to the carbon tax.

"She said on May 22 that she would make her decision on the basis of what is good for
Queensland," Mr Truss told reporters in Canberra.

"Well, she's got the details. She knows that Queensland will be worst affected of all
the states under the carbon tax and $250 billion will be ripped out of Queensland's income
as a result of this tax. So she must say no to the carbon tax."

Mr Truss said Ms Bligh should advise Queensland's federal MPs and senators to vote
against the carbon tax legislation.

A group of detainees on the roof Sydney's Villawood Detention Centre are demanding
their freedom in return for ending their protest.

Speaking via mobile phone to Social Justice Network spokesman JAMAL DAOUD .. one Iranian
detainee has said he's been in the centre for 20 months .. describing it as prison.

Mr DAOUD says the protestors want to meet with the immigration department.

The protest was triggered after two men climbed onto the roof of the main centre early yesterday.

They were soon joined by 11 others .. and by midnight .. up to a hundred people were
involved .. vandalising and setting fire to buildings.

The NSW government has backflipped on its solar bonus scheme to save electricity consumers
an average of 100 dollars next financial year.

Premier KRISTINA KENEALLY has told News Limited newspapers Labor will fund its 1.5
billion dollar solar bonus scheme until 2016 .. thereby stripping its Climate Change Fund
of money for green projects until 2020.

The policy change will spare the average electricity consumer a 100 dollar rise in
the 2011-2012 financial year .. and 50 dollars a year after that.

Ms KENEALLY will announce today that all uncommitted funds for the Climate Change Fund
.. which is paid from electricity and water bills .. will be redirected to pay for the
solar bonus scheme.

SYDNEY, Aug 24 AAP - Two men will face court after three people were assaulted and
police officers were threatened in Sydney's CBD.

Police say a 41-year-old man was standing on the corner of Liverpool and Pitt streets
about 7pm (AEST) on Monday talking on his mobile when he was attacked by two men.

The man was struck several times in the head by one of the attackers while the other
prevented passers-by from giving assistance.

A 26-year-old man and 24-year-old woman were assaulted as they tried to help the victim.

The two attackers and another man who had been standing by during the incident then
fled to a hotel on George Street.

The 41-year-old victim was taken to hospital with cuts and bruises, while the passers-by
sustained minor injuries.

The men resisted arrest when they were approached by police a short time later.

One of them allegedly threatened police with violence and was sprayed with capsicum
before being Tasered.

A 23-year-old South Wentworthville man and a 20-year-old Guildford man have been charged
with assault.

MELBOURNE, April 16 AAP - The 7pm Project is finding its feet with ratings for the
light news TV program finally picking up.

The panel-style comedy show premiered with more than a million viewers last year, before
ratings plummeted to lows of under 600,000 viewers.

But Australians seem to be returning to the Ten Network show with ratings over the
past couple of weeks heading back up.

On Thursday night the show scored 800,000 viewers - about 190,000 away from rival Home
and Away on the Seven Network.

Many believe the end of daylight savings is to thank for the increased audience, while
others say viewers have simply become used to the program, which airs five nights a week.

Comedian Dave Hughes, who co-hosts alongside Charlie Pickering and Carrie Bickmore,
says the team has finally found its groove.

"We're more and more finding our rhythm," Hughes told AAP.

"Being more comfortable with ourselves. I love how we're happy to get a laugh and then
also be serious when we feel it needs to be."

Network Ten bosses made the decision to give the show a fair run, despite the lacklustre ratings.

Pickering says he can see The 7pm Project becoming a "permanent fixture".

"I don't see why it wouldn't," Pickering told AAP.

"It's not a narrative drama where you can get tired of the premise - the news is a
constant source of information and I think the show has the potential to be a mainstay
of television."

Bickmore and Pickering are both nominated for most popular new talent at this year's
Logie awards.

Pickering says hosting the show is his "dream job".

"For the first time in my career I'm not doing a job hoping that I'll get noticed and
offered a better job," the former Channel V personality said.

PERTH, Dec 2 AAP - A plan by the West Australian government to name and shame repeat
juvenile offenders in an internet "rogues gallery" has been labelled as medieval by an
academic.

WA Attorney-General Christian Porter announced a hard line on young, antisocial recidvists
under a bill tabled in the WA parliament on Tuesday.

State cabinet has backed the introduction of the Prohibited Behaviour Orders Bill,
which would empower courts to make civil orders when dealing with repeat offenders aged
over 14.

Under the proposed legislation, the court would have the discretion to releasespublicise
offenders' details, including their name, a photo of them, the suburb where they live
and the terms of the prohibited behaviour order on a government website.

The orders could be issued for behaviour including alcohol-fuelled violence, graffiti,
bad behaviour on public transport, hooning and arson and would be in addition to any criminal
penalty.

Under the proposed legislation any breach of the order would be a criminal offence
with a maximum penalty of two years jail or $6000 in the magistrates court or childrens
court or up to five years jail or a fine of $10,000 in higher jurisdictions.

RMIT University juvenile justice expert Julian Bondy said public shaming was counter
productive and "a little bit medieval".

"It's basically the modern-day equivalent of putting people in the stocks," Associate
Professor Bondy said.

"The research shows it's only effective in very specific circumstances and these do
not include simply producing a rogues gallery for public pillory."

The focus for juvenile offenders should be rehabilitation rather than retribution,
Assoc Prof Bondy said.

"The point is to give young people a chance to change direction, to support them in
moving away from criminal and anti-social behaviour, which public shaming will not help
to achieve," he said.

The publication of the orders would apply to both adult and juvenile offenders.

The legislation has been tabled as a bill for public comment.

The judge presiding over a Sydney terrorism trial has asked police to investigate jurors'
concerns they were followed by a member of the public gallery.

NSW Supreme Court Justice ANTHONY WHEALY's lifted a suppression order on details of
the complaint made by jurors at the trial of five Sydney men.

The jury sent Justice WHEALY a note on November 26 to inform him they'd been followed
from the Parramatta court to their cars at a nearby car park.

The note also said a woman wearing a head scarf .. who'd been seated in the public
gallery of the court .. seemed to be taking notes when one juror drove off.

Justice WHEALY says the court takes the matter seriously and police will be asked to investigate.

The five men on trial have pleaded not guilty to planning a terrorist plot.

The trial's due to resume on January 13.

QLD: Nationals members to be vote on merger question

GOLD COAST, April 5 AAP - The Queensland Nationals have agreed to hand the decision
of pursuing a merger with the Liberals to its 10,000 state members.

The party's central council today met on the Gold Coast, voting in favour of holding
a statewide member vote on the proposed conservative union.

Queensland president Bruce McIver said the motion was passed with overwhelming support,
with only one vote against it.

"Our members need to have a say in this question," he told AAP.

"It's exciting to see the strength of the vote and the strength of the support."

Just under 10,000 state members will be asked to vote yes or no to the question: "Do
you support the consolidation of like-minded, non-Labor forces into a single political
entity in Queensland?"

Mr McIver said he was pleased the party could proceed with its merger negotiations.

"We now have clear direction, we have a clear focus and I have the support of my party
to finalise these negotiations as we go forward," he said.

The vote will be conducted by mail, with a reply date of May 2.

SYDNEY, April 20 AAP - Prime Minister John Howard has officially opened Australia's
new $400 million nuclear research reactor in Sydney.

The OPAL reactor at Lucas Heights replaces Australia's first nuclear research facility,
which was shut down in January after 48 years of operation.

Mr Howard toured the new reactor this morning amid tight security, before officially
opening the facility before an audience of about 200 scientists, politicians and a delegation
from Argentina, the source of the fuel which feeds the reactor.

Mr Howard said the work by scientists at the reactor deserved to be celebrated just
as much as the achievements of Australia's sportsmen and women.

"This facility will relieve human suffering, it will be of direct life-saving benefit
to countless thousands of our fellow country men and women," Mr Howard said.

"It will also be a remarkable demonstration to the world of the expertise and the cutting-edge
capacity of the Australian nation."

The OPAL reactor sits in a 13-metre deep container of water, whereas its predecessor
was contained in steel.

Its main purpose is to generate neutrons for nine neutron-beam instruments, two of
which have already been delivered and are up and running.

WA: Woman to apply for separate fraud trial from husband

PERTH, Dec 19 AAP - A Perth woman accused of trying to commit a $1 million insurance
fraud with her husband will apply for a separate trial from her spouse, who is also fighting
criminal charges in India.

Kanchan Shivnani, 31, and her husband Pavan Shivnani, 35, of East Perth, are jointly
accused of attempting to claim a $1 million insurance policy by falsely declaring his
mother had died.

Mr Shivnani allegedly took out a life insurance policy with Norwich Union Australia
on his mother's behalf in August 2003, naming himself as the sole beneficiary.

His wife allegedly faxed the company in July 2004, telling them her mother-in-law had
died at her home in India, to try to cash in the $1 million policy.

During a subsequent investigation, the company found the mother was still alive.

A trial date was to be set today in the West Australian District Court but that had
to be delayed because Mr Shivnani is still in India.

Lawyers for Mrs Shivnani today indicated she will apply to be tried separately.

She will be back in the same court on February 1.

Earlier this year, Mr Shivnani was granted leave to travel to India to gather evidence
for his defence and to visit his sister, who he claimed was gravely ill.

But Mr Shivnani is now facing criminal proceedings in India resulting from a road traffic
incident and has had his passport confiscated.

Bench warrants have been issued in both the WA District Court and the Perth Magistrates
Court but Mr Shivnani is appealing both.

MELBOURNE, Aug 12 AAP - A small dog was killed and his mate resuscitated by fire officers,
after an electric heater left on to keep the animals warm sparked a fire in a suburban
apartment block in Melbourne last night.

Firefighters performed oxygen therapy and heart massage on the dogs after being called
to a blaze at an apartment block in Glen Huntly shortly after 11.30pm.

Metropolitan Fire Brigade commander Dave Miller said one of the dogs regained consciousness
and was taken to the local vet but the other dog could not be revived.

Mr Miller said the apartment was occupied by two university students who had left an
electric heater on to keep the dogs warm while they went out.

Clothing left too close to the heater caught alight, setting the unit on fire, he said.

A neighbour heard the smoke alarm operating and called the fire brigade.

The fire caused about $50,000 damage with one bedroom extensively damaged and the remainder
of the residence affected by smoke, heat and water.

Fire officers said the blaze highlighted the dangers of leaving electric heaters on
and unattended.

A Sydney man charged over the Cronulla race riot has been released on bail .. after
lodging an appeal against his jail sentence.

19-year-old DANNY GLEN SHANAHAN was today sentenced to at least 10 weeks in prison
for attacking SAFI MERHI during racially motivated violence at Cronulla on December 11
last year.

Immediately the sentence was handed down in Sutherland Local Court .. SHANAHAN'S lawyer
.. LIONEL RATTENBURY .. lodged an appeal that led to his client being released on bail.

The court was told SHANAHAN had admitted to punching Mr MERHI in the head .. causing
minor injuries .. during the riots at the southern Sydney beach.

AUSTRALIAN CENTRAL BANK EXPECTED TO HOLD INTEREST RATES.

CANBERRA, June 7 Asia Pulse - Interest rates are expected to remain on hold when the Reserve Bank of Australia (RBA) holds its first board meeting since the federal budget.

Financial markets see just a little over a 10 per cent chance of a rise in the official cash rate at the central bank's monthly board meeting on Tuesday, to 5.0 per cent from 4.75 per cent, where it has stood since November 2010.

The central bank has previously warned the cash rate will have to rise "at some point" because of potential inflation pressures from a record terms of trade and a massive business investment pipeline as a result of the mining boom.

Economists say the central bank would have been prepared for a weak gross domestic product (GDP) number for the March quarter in the wake of this summer's natural disasters, but not as bad as it came in.

Last Wednesday, national accounts for the first three months of the year showed the economy shrank by 1.2 per cent, the largest quarterly decline in 20 years.

At the same time, more up-to-date economic data suggests the economy is far from firing on all cylinders and price pressures in the economy have yet to take hold.

New data on Monday showed the number of job advertisements, a key pointer to future employment growth, tumbled 6.5 per cent in May.

Newspaper job ads fell by 2.7 per cent in May, while internet job ads dropped 6.6 per cent.

The TD Securities-Melbourne Institute monthly inflation gauge also showed prices grew by just 0.2 per cent in May, trimming the annual rate to 3.3 per cent from 3.6 per cent in April, albeit remaining above the RBA's two to three per cent target band.

Milpitas, CA. -- The proliferation of collaboration and social tools designed to increase productivity is actually costing businesses 57.8 Billion pounds per year in lost productivity, according to a survey of more than 500 international organisations of all sizes conducted by online market research firm uSamp (United Sample) and commissioned by social email software provider harmon.ie. Nearly 60% of work interruptions now involve either using tools like email, social networks, text messaging and IM, or switching windows among disparate standalone tools and applications.

In fact, 45% of employees work only 15 minutes or less without getting interrupted, and 53% waste at least one hour a day due to all types of distractions. That hour per day translates into 3,277.50 of wasted productivity per person annually, assuming an average salary of 14.25/hour. That is more than the average driver will spend this year to own and maintain a car. For businesses with 1,000 employees, the cost of employee interruptions exceeds 3.2 million per year and total cost to UK PLC is 57.8 billion.

This survey paints a picture of a highly distracted workplace with a particular irony: information technology that was designed at least in part to save time is actually doing precisely the opposite. The very tools we rely on to do our jobs are also interfering with that mission. MOST WORK DISRUPTIONS ARE ELECTRONIC

While traditional activities such as phone calls, talking with co-workers, and ad hoc meetings account for 43% of work interruptions today, the lions share of distractions are now electronically based.

Users reported getting sidetracked in email processing (23%), switching windows to complete tasks (10%), personal online activities such as Facebook (9%), instant messaging (6%), text messaging (5%) and Web search (3%).

Multiple devices on the desktop contribute to the problem, with 65% of respondents reporting that they utilize up to three additional monitors and/or mobile devices simultaneously with their main computer screen as they work.

DOCUMENT SEARCHES DRAIN PRODUCTIVITY

Users also spend an average of 2-1/2 hours per week trying to find the documents they need in multiple local, corporate and cloud repositories. That adds up to 16 work days annually, costing businesses 1,638 per 14.25/hour employee per year to subsidize inefficient document management. The problem is exacerbated by the use of email attachments instead of posting documents to a central repository where they can be easily located.

The survey found that:

The users email inbox is the #1 location searched, with 76% of respondents reporting email as the first place they look. Other locations include the desktop (69%), file server (52%), shared workspace (34%), portable storage device (18%) and/or cloud storage (9%).

The average user emails two or more documents per day to an average of five people for review, increasing email-based document volume by up to 50 documents per week. The fact that these attachments are stored on multiple local computers complicates the challenge of finding the latest document versions as well as merging feedback from multiple reviewers.

WORK OUTPUT & QUALITY SUFFER

The actual cost of distraction is even higher than 3,277 per person per year in terms of the negative impact on work output, work quality and even client relationships. Users report that the continuous interruptions cause:

REFUSAL TO DISCONNECT LEADS TO RUDENESS

The perceived need to stay connected at all times has reduced civility in the workplace as well as interfering with the ability to focus on the task at hand. The survey found that: Two out of three users will interrupt a group meeting to communicate with someone else digitally, either by answering email (48%), answering a mobile phone (35%), chatting via IM (28%), updating their status on a social network (12%) or tweeting (9%). Relatively few workers disconnect to focus on a task (32%) or during virtual meetings or teleconferences (30%), webcasts (26%) or lunch (12%).

A majority of workers turn off their devices only when their boss asks them to (85%) or during one-on-one meetings (63%).

MORE THAN 2/3 ADOPT STRATEGIES TO REDUCE DISTRACTIONS

Despite the attachment to their digital tools and devices, both companies and end users recognize the productivity challenges created by these technologies and have implemented a variety of tools and strategies in an attempt to limit digital-related disruptions. 68% of respondents reported that their employers have implemented policies or technologies to minimize distractions, while 73% of end users have adopted self-imposed techniques to help maintain focus.

The #1 corporate strategy used to discourage digital diversion is blocking access to public social networks such as Facebook and/or other non-business websites (48%). Other corporate techniques used to promote digital efficiency include tracking online usage patterns (29%), training (25%), deployment of an enterprise collaboration and social platform that aggregates information in a single window (13%), No Facebook Fridays (6%) and No Email Fridays (3%).

In the case of end users, 51% try to minimize distractions by reading emails in batches, 28% by working outside the office, and 25% by disconnecting from IM/email and phone a few hours a day. Findings are based on a March 2011 uSamp survey of 515 email users working in sales, marketing, human resources or legal departments for companies of all sizes.

CALIFORNIA MAN PLEADS GUILTY FOR ROLE IN DISTRIBUTING PIRATED MUSIC DURING FIVE-YEAR PERIOD.

WASHINGTON -- The following information was released by the U.S. Department of Justice:

Richard Franco Montejano, 29, of Harbor City, Calif., pleaded guilty today to conspiring to commit criminal copyright infringement, announced Assistant Attorney General Lanny A. Breuer of the Criminal Division, U.S. Attorney Andre Birotte Jr. for the Central District of California and U.S. Attorney Neil H. MacBride for the Eastern District of Virginia.

Montejano pleaded guilty before U.S. District Judge George H. King in Los Angeles to one count of conspiracy to commit willful copyright infringement by the distribution of a work being prepared for commercial distribution.

In his plea agreement, Montejano admitted that from 2002 to September 2007, he was a member and leader of an Internet music release group known as "Old School Classics" or "OSC." OSC was a "warez" group that specialized in the unauthorized reproduction and distribution of copyrighted music using the Internet.

According to court documents, warez groups such as OSC are music piracy groups that act as first-providers of copyrighted works to the "warez scene." These groups obtain copyrighted works, sometimes from industry insiders before the work's commercial release, and then prepare the works for distribution. Once a warez release group prepares a stolen work for distribution, the material is distributed to servers of affiliated warez groups. This sharing with other groups is generally based on getting access to the pirated works of those groups. From there, many of the works copied and distributed by warez groups ultimately are distributed to an even wider audience through peer-to-peer networks.

Montajano admitted that he maintained a computer server at his Harbor City residence to which other OSC members uploaded pirated music. He admitted that a member of OSC uploaded the Kanye West album "Graduation," to Montejano's server in August 2007, more than one week before the album was commercially released. Montejano also admitted using his server to upload pirated music to other warez group servers.

In addition, Montejano admitted that after the break-up in January 2007 of another warez group known as "Rabid Neurosis" or "RNS," OSC began obtaining pre-release music from two former RNS members known to Montejano as "adeg" and "StJames." Both adeg and StJames, whose true identities were Bennie Glover and James Anthony Dockery, respectively, were employed at a North Carolina factory that manufactured compact discs for Universal Music Group and its subsidiary labels. Glover and Dockery pleaded guilty on Oct. 15, 2009, to conspiracy to commit willful copyright infringement. Both defendants were sentenced on Jan. 15, 2010, in U.S. District Court in Alexandria, Va., to three months in prison and two years of supervised release.

At sentencing, scheduled for July 25, 2011, Montejano faces a maximum penalty of five years in prison and a $250,000 fine.

The case is part of a multi-year federal investigation of organized piracy groups responsible for the illegal distribution of significant amounts of copyrighted movies, software, games and music through the Internet. The investigation of music piracy groups was led by agents from the FBI's Washington Field Office-Northern Virginia Resident Agency.

The case is being prosecuted by Assistant U.S. Attorney Jay Prabhu of the U.S. Attorney's Office for the Eastern District of Virginia, Trial Attorney Kendra Ervin of the Computer Crime and Intellectual Property Section in the Justice Department's Criminal Division and Assistant U.S. Attorney Lisa Feldman of the U.S. Attorney's Office for the Central District of California.

The guilty plea announced today is an example of the type of efforts being undertaken by the Department of Justice Task Force on Intellectual Property (IP Task Force). London, -- Microsoft's search engine Bing was the fastest growing search engine during March according to Experian Hitwise's Search Engine and Social Analysis report in the UK.

Google is still very much the dominant player in UK search, with Google Sites accounting for over 90% of all searches conducted by UK Internet users. However, between February and March 2011, Google Sites lost 0.66% market share of searches, whilst Microsoft Sites increased their market share of searches by 0.28%.

The growth of Microsoft sites, led by Bing, is more pronounced in the year-on-year figures. Between March 2010 and March 2011 Bing was the only search engine to increase its volume of searches from UK Internet users. Whilst Google, Yahoo!, Ask and other search providers all dipped in year-on-year change, Microsoft Sites improved their market share of searches by 1.43%.

This latest insight from Experian Hitwise underlines why it is important for brands to ensure they do not solely optimise content around Google at the expense of other search engines. Bing, Yahoo! and Ask each appeal to particular audiences and often send more of their traffic to key transactional industries such as retail, travel and finance.

The UK's most popular online video site accounted for 19.06% of all visits to social networks in March, up from 18.32% in February, making YouTube the fastest growing social network of March.

Year-on-year, the fastest growing social network was Facebook, increasing its market share of visits by 4.16% between March 2010 and March 2011. Despite Facebook's slight drop in market share of visits in March 2011, the social behemoth is still attracting new visitors to its website every single day. In the last three years Facebook has more than doubled its market share of visits to the Social Networks and Forums category, growing from 22% in March 2008 to 56% today.

Amalgamation Schemes: Antiblackness and the Critique of Multiracialism.(Book review)

AMALGAMATION SCHEMES: ANTIBLACKNESS AND THE CRITIQUE OF MULTIRACIALISM, by Jared Sexton (Minneapolis: University of Minnesota Press, 2008, 345 pp, $22.50, paper/ $67.50, cloth).

JARED SEXTON'S Amalgamation Schemes is an original, theoretically sophisticated, powerful, and controversial intervention into the field of multiracial studies and multiracial politics. This book is meant to ruffle feathers and unreservedly condemns the ethically suspect claims of some multiracial activists and scholars. At the same time, in his zeal to reveal the uses of multiracial rhetoric to isolate and undermine blacks in the U.S. and globally, Sexton fails to define multiracial studies. The ensuing elision and dismissal of multiracial, Asian American and Chicano/ Latino Studies weakens an otherwise compelling argument (249).

Sexton's critique of the utopic and unrelentingly wholesome language of the conservative/neo-liberal base of the multiracial movement is both devastating and meticulously argued. His arguments are at their most incisive in chapters one, three, and four of this five-chapter book, which draws from public archival material including personal memoirs, public speeches, internet sites, and editorials..

In chapter one, Sexton demonstrates how the supposedly neutral language of the multiracial movement and multiracialist academics shields a consistently anti-black political agenda. Its celebration of "mixedness" casts blacks as anachronistically monoracial and as the primary source of the racial subjugation of multiracial people. Sexton states:

   ... it is suggested that the racism of blacks towards   self-identified multiracial people, and toward   nonblacks more generally, has become not simply   dominant but hegemonic--a structure of   unwarranted enmity and illegitimate political   power eclipsing the historic centrality of white   supremacy. (56)

Chapters three and four take up one of the most notable and least examined signatures of the multiracial movement and multiracial studies, the focus on children. In his psychologically complex and theoretically rich analysis, Sexton makes his most notable contribution to the study of multiracial identity politics. He argues that insistence on the normality of multiracial people "retroactively legitimizes the interracial sexual relationship from which they issue" (157). This allows the multiracial activists and academics to "rescue" interracial relationships from the taint of "perversion and pathology" (171) and reassert a heteronormative familial ideal. At the same time, it also enables multiracial activists to claim that interracial relationships are inherently revolutionary and threatening to white supremacy. To the contrary, Sexton makes the case for the centrality of the concept of miscegenation to the maintenance of racial differences:

   ... the projected and reified racial difference supposed   to be mortally threatened (for better or   worse) by the prospect of subsequent interracial   sex acts is itself produced, need we say performatively,   in and through the apprehension of miscegenation.   (218)

Thus, according to Sexton, crossing of the color line serves to delineate and reinforce that color line.

CHAPTER TWO is the longest and most vitriolic of the book, and it is not difficult to see why. Sexton reads three texts that make the astonishing argument that black female slave-white male slave owner sexual relationships were not only sometimes consensual, but also empowering for the female slave and "the path to social reform and reconstruction ..." (131). Yet, in choosing these three texts as the primary exemplars of the multiracial academic thought, Sexton emphasizes the way he has bracketed off the term multiracial studies. Although, multiracial studies is a new and amorphous field with no dedicated academic departments, no academic society, no peer-reviewed academic journal, Sexton assumes a coherent, although never defined, field of study. For Sexton, it does include the more intellectually weak liberal humanism of the anthological work of Maria Root and Naomi Zack, but it does not seem to include the more ambivalent, historically situated, and critical anthological work of Dave Parker and Miri Song or the multiracial anthologies on passing edited by Elaine Ginsberg or by Maria Sanchez and Linda Schlossberg. Sexton set up a tautology where multiracial studies is defined as anti-black and if it is not anti-black then it is not multiracial studies.

What is most surprising after 244 carefully argued pages is the fourteen-page section that concludes the book, in which Sexton takes up the "... structural antagonism between black studies and ethnic studies, or between black politics and the multiracial coalition ..." (247). He argues that multiracial studies and later comparative analyses ignore "this fundamental social truth: not simply that anti-blackness is longstanding and ongoing but also that it is unlike other forms of racial oppression in qualitative ways ..." (245). Yet he also argues that Asian American scholars and "other immigrants of color" (250) are incorrect in asserting a qualitatively different form of racism due to the construction of blacks as the foreigners within. How can these opposite arguments both be true? According to Sexton, anti-blackness is "historically and ontologically prior" to a range of racial inequalities, formations of globalizing capital, and "gender power and the regulations of sexuality" (245). So the black-white paradigm is not only unique it is also original, and all other inequalities can be understood through this single lens, which allows him to dismiss the limits of a black-white paradigm as a "fiction" (246).

This perspective represents a loss of scale that limits his ability to recognize the critical role that other racialized bodies play in the maintenance and perpetuation of global racial inequalities. To reference the global sex industry, as Sexton does on a number of occasions (171, 215, 232, 239), but to not take up the racialization of Asian female bodies seems a glaring absence. As an example, his exploration of the global fear of AIDS in the form of a demonized and violently sexualized black body is not set in relation to the counter image of a "clean," passive, child Asian sex worker, an image that prepares for her global exploitation.

In the best moments of the book, however, Sexton does manage to meld multiple modes of analysis, for example in his argument about the heteronormative underpinnings of the multiracial movement's focus on the psychological health of multiracial children. Ironically enough, Sexton's work is an important contribution to the shifting cannon of multiracial theory. This book can and should push multiracial academics to examine critically the anti-blackness that might be animating their own writing.

THIS Valentine's Day, we'd like it if, just for one day 'I'll be ready in five minutes' meant that you'd be ready in approximately 300 seconds, as opposed to half an hour.

We don't mind if you're not going to be ready for half an hour. All that we ask is that in that case you say, 'Hey, I won't be ready for half an hour.' If you really wanted to make our day you could say, 'I won't be ready for 40 minutes,' and then be (gasp) early!

We'd like it if your telephone conversations with your friends could be more closely modelled on ours, i.e. 'Hi. Point to be made. Bye,' rather than, 'Hi. Discussion of everybody you know and some you don't lasting over an hour. Point. Bye.'

We'd be delighted to receive any of the following items as a gift; a pair of trainers, a warm hat/scarf/gloves or a multi-pack of thick cotton socks. Contrary to popular opinion we love multipacks of thick cotton socks. A man can never have too many pairs of thick cotton socks. But we hate thin nylon socks. Did we stress they need to be thick cotton socks?

Newsflash: Ties are something we wear to the office. They do not make good love tokens. You might as well buy us a mouse mat.

If you're buying us a DVD, any gangster movie with Robert De Niro or Al Pacino is a safe bet.

Whatever you buy us, don't put it on the joint credit card. There's something distressing about going all gooey about our new cordless drill set and then seeing it on the statement. Pull out cash instead, even if it's from the same account.

In fact, we'd like it if you could take charge of all the accounts, bank statements and bills from now on. Numbers and receipts make us panic. Just give us 50 quid at the weekend if we've been good boys and everyone will be happy.

Men are simple creatures. Like dogs, we can be trained to do almost anything with food. The best training tools are pasta, roast beef and any custard-based dessert.

One thing we can't do is shopping. Please never send us to the shops again unless it is for something we understand. Like milk. Sorry we bought that crate of honey pomelos instead of grapefruits. What the hell are honey pomelos anyway?

On the subject of childcare, the situation is thus: unaided we can look after one child for 12 hours, two children for six hours and three children for three minutes. We'd rather face the entire Irish rugby team than look after four children. But we can do kids' breakfasts. As long as it's Cheerios. And if you would like us to drive anywhere, anywhere at all, just let us know.

We are also good at the following: doing the bins, getting in logs, unblocking drains, mowing the lawn, making coffee, barbecues, booking flights on the internet, creating assault courses for the children in the sitting room.

More notes on shopping: please remember to get rashers, eggs and OJ for us to cook for your surprise Valentine's Day breakfast. Please pretend you like the surprise breakfast we make you, even if the eggs won't set and you are quietly feeding the bacon to the dog/kids. Hey, at least we didn't screw up the OJ right? What do you mean we should have shaken the carton?

Please be patient with us. The entire left side of your brain is reserved for complicated things like emotions, diplomacy and human interaction, but God left ours empty so we could fill it with important data like football scores and mind maps of the country's major routes. 2. CHOCOLATES No matter how sparkly the diamond, how red the roses or how multi-coursed the dinner, don't forget the chocolates.

Since time began, February 14 has been a day when even the most hard-core New Year's resolutionkeeping gym goers have cast aside their cocoa-ban and re-established their friendship with the Ferrero Rocher. This is down to the fact that chocolate has negative calories on Valentine's Day; a well known fact that should be ignored at your peril.

By all means, be creative; a Milk Tray-man style parachute through the window or a Lindor-hunt would be great. As too would be a ten minutes alone with a caterer's chocolate fountain, but to be fair, you could empty a truckload of Cadbury's fun-packs into a trough and most of us would be secretly happy.

3. A HOME-COOKED DINNER...

Even if it is cooked by someone else. Just don't take us out on Valentine's night. By crossing the threshold of a restaurant on V-Day, you are entering into a canoodling contest with the other diners where you must gaze, laugh and nuzzle competitively instead of actually eating.

Chances are the fella on the right will pop the question to his ecstatic girlfriend while the older couple on the left will bicker bitterly about the soup, making the whole event utterly joyless. Do the right thing and order a takeaway with a few bottles of sparkling plonk. Bliss.

4. A SIDE ORDER OF CHEESE

For all our cynicism, there is still something very sweet about a day where adults can give each other red fluffy-wuffy teddy-bears and heart-shaped helium balloons without a hint of irony.

Unleash your inner schmaltz and overdo the day -- rose petal bath, candle-lit poetry reading and your own version of sickeningly romantic songs where you slot her name awkwardly into the lyrics.

No matter how much she laughs, points and records it for YouTube, you'll know she secretly loves it.

5. A GIFT VOUCHER

Look, we appreciate the thought, but when it comes to undies, men tend not to get it quite right.

Maybe it's because we are notoriously precious when it comes to our smalls, casting aside a perfectly nice bra because it's a shade or two off and scowling because you didn't remember the exact type of boyfriend shorts/shorties/hipster shape that we prefer.

Or maybe -- just maybe -- it is because you think 'two firm oranges' qualifies as a bra size, always buy tiny thongs and are an active supporter of red lace. Just save everyone's time and give us a voucher.

6. OUR MARITAL STATUS TO REMAIN THE SAME

Please don't propose to us on Valentine's Day. It's not romantic, it's not original and it's not genuine. But worst of all, we will have to join a queue of other newly-engaged couples to tell our friends/family/ colleagues and battle with other fiancees to make our engagement seem more special.

7. A WEEKEND AWAY

No, not a smoocher in Paris, a girly weekend in Galway. Any man who understands how important our girlfriends are and how sane we feel after spending a proper amount of time with them is a keeper.

Rent out a cheap apartment somewhere far from home and watch her melt when you tell her the plans. A word of warning, though: You will lose points if you send her away on V-Day, obviously.

8. DECENT JEWELLERY

Chances are you know nothing about jewellery, so just stick to the James Bond rule -- Diamonds Are Forever. If you want to buy her a bracelet, by all means do, but avoid those terrible 'Forever' or 'Love' emblazoned trinkets that she will be too embarrassed to wear, even on Valentine's. Chances are, she has already hinted at what she really wants -- just try to remember which word she's been mentioning weirdly often for the last month.

9. A ROMANTIC FILM

Forget Sleepless In Seattle and Jerry Maguire, there have been no genuinely moving films made since Ghost. Do a little bit of research and surprise us with a truly touching film instead of moaning about Tom Hanks. Extra points for subtitles.

10. LOW EXPECTATIONS

You can hint, ask and beg all you want -- the fact is, you will be lucky to receive a hastily-scribbled card. This is a day when women are allowed to put their legs up and their hands out. It doesn't matter what Tom Hanks says -- this is a day for us, and you better believe our expectations are high..

Michigan State Housing Development Authority Announces $4.1 Million Loan for Elderly Housing in Jackson County.

JACKSON, Mich., Sept. 26 /PRNewswire/ -- The Michigan State Housing Development Authority (MSHDA) announced that a new 80-unit cottage style rental development for low to moderate-income elderly residents will be built in Blackman Township with the help of a $4,101,908 mortgage loan.

"I am pleased that MSHDA remains committed to helping residents throughout Michigan achieve affordable rental housing," MSHDA executive director Michael R. DeVos said. "This development is an example of how the Authority is working to increase the supply of affordable apartments that have rent levels within reach of our state's low to moderate-income families and elderly people."

Village of Spring Meadows will be an 80-unit cottage style development for elderly residents located at 3201 County Farm Road in Blackman Township. Amenities will include: mini blinds, dishwashers, frost-free refrigerators, microwave ovens, through wall air conditioning, washer and dryer hook-ups, cable television hook-ups, LAN Internet access, patios, attached garages and a separate community building.

Village of Spring Meadows will be financed under the Authority's "TEAM Lending" tax-exempt bond program, which offers a financing rate of 6% and a 35-year mortgage.

The total development cost for the Village of Spring Meadows will be $8,154,785. DeVos said the investments will create over 84 full-time, yearlong jobs in construction and related trades. Initial occupancy for Spring Meadows is scheduled for August 2008.

MSHDA is a quasi-state agency that provides financial and technical assistance through public and private partnerships to create and preserve safe and decent affordable housing, engage in community economic development activities, and address homeless issues. If you really want to hear the drama of the world's greatest freshwater sailboat race - this weekend's Race to Mackinac - you'll have to wait for the sailors themselves to tell the tales well after they round Gray's Reef, cross the finish line, moor down and start swilling rum.

But, thanks to one suburban skipper, regular folks with Internet access can follow the dayslong race, as crews battle each other on notoriously fickle seas of Lake Michigan on a 333-nautical-mile odyssey from Chicago to Mackinac Island on the northwest finger Lake Huron. The race started Saturday at noon.

"We're trying to make it more of a spectator sport," said Kim Flagstad, a Deer Park resident who runs Palatine-based FlagShip Integration Services Inc.

The company has developed a global-positioning transmitter - christened on as many as 75 yachts at Saturday's start - that will relay a boat's location, speed and heading via satellite to a computer program that will plot the data on a map of the race.

Such race tracking has been used in past Mackinac races, but Flagstad said after numerous equipment failures she decided to take on the task of redesigning the GPS transponders specifically for sailing.

The new design is easier to use, lighter, more durable and completely self-contained with a reliable battery, allowing the sailors to sail, and the fans to watch long after the masts have disappeared over the horizon.

"Well, not quite NASCAR," acknowledges Jim Hill, a crewmate and technical guru of the device, when questioned about a news release making an analogy to the car-racing circuit.

But, like many sailors, Hill, a Scottish-born Chicago resident, is quick to note that, "unlike any other sport, you can't just step on the sidelines and take a break" during endurance sailing races like "The Mac."

It's that total commitment (a crew's motto in rough seas is "puke over the side and get back to your job") that Flagstad, 52, says drew her into sailing when she was 38. That's a ripe age for any competitive sailboat captain to get a start, not to mention being one of the few women in a culture where macho is eclipsed only by favorable winds.

"I had been a golfer, and that just didn't cut it as a means to get away from my business," she said. "Somehow, when you step out on a boat and get out on the water, all your problems fade away. And when you get back, they're all so small and manageable."

But don't confuse that with Flagstad seeking some sort of mellow spa treatment off-hours. Other pursuits include motorcycling and soaring on fixed-wing gliders near her other home in Arizona.

This will be her sixth consecutive Mac. In 2001, she went full- on into the sport, buying her boat, Ozymandias IV, named after a Percy Shelley poem. It was the same year her husband, George Welch, died of emphysema.

"There's nothing more horrible than seeing the most important person in the universe die in front of you," she says. "At the age of 48 to lose a husband, you really assess everything."
